class=\"\"> Souvent,<\/span><span class=\"\"> un quorum n&#8217;\u00e9tait pas atteint car les membres manquaient les appels \u00e0 vote par e-mail ou ne participaient pas aux discussions.<\/span><\/p>\n<\/li>\n<li>\n<p data-path-to-node=\"4,1,0\"><b class=\"\" data-index-in-node=\"0\" data-path-to-node=\"4,1,0\">Manque de consensus :<\/b><span class=\"\"> Les questions complexes \u00e9chouaient souvent \u00e0 obtenir une majorit\u00e9 claire au premier tour,<\/span><span class=\"\"> entra\u00eenant des fils de discussion par e-mail prolong\u00e9s qui tournaient en
